Katrahaska got to him before I had a chance. He is here, and he released some kind of plague. I tried to stop him but failed; he thinks I am dead. He's holed up at the breach attractor now. We can't let him escape.
About the Note
This is a green note, and written in Vykhya by a Rusalka.
The author of this note is likely Elsenova, as it states "he thinks I am dead. He's holed up at the breach attractor now". This corresponds to events we experience in-game: when we first find Elsenova, she is in a low-power state and nearly dead. Perhaps Athetos left her this way, thinking she was dead.

Location
The Note titled "Athetos" can be found just outside the only save room in Indi. It is tucked inside some piping in the passage leading to Edin.
