Given its appearance in Axiom Verge 2- long before the events of the first game- it is a safe bet to assume the Breach Attractor originated on [[Kiengir]]- or even more likely [[A'ansur]]- and was brought over to Sudra sometime, either by [[Ophelia]]/[[Indra]] (see Indra's [https://axiom-verge.fandom.com/wiki/Indra#Speculation speculation section] for more details) or one of the other minor characters seen in-game, like [[Drushka]]. How this ended into Athetos's hands, though, is unknown.

The Breach Attractor, called the storm talisman by the Sudrans[1], is a piece of ancient technology that, when activated, will pull the Breach in closer to its location.
